Company Description
Central Management Services (CMS) provides shared services for the State of Illinois. CMS is the central procurement agency for much of Illinois state government. Description of position Directing strategies and activities related to general/professional services procurement and strategic sourcing for the State of Illinois; includes but not limited to finance, consulting, temporary staffing, equipment and vehicles maintenance and management contracts.

Primary roles and responsibilities
Responsible for the lawful procurement of General Services and the resulting contracts to be utilized by all state agencies which can result in great savings and/or increased efficiency for the state.

Track & review all procurement requests which are commonly referred to as Procurement Business Cases (PBCs) in the General Services Division.

Assist in the development of procurement solicitation which referred to as Invitation for Bids (IFB) and Request for Proposals (RFP) through: Accessing appropriate in-house Knowledge Management (KM) databases and performing supplemental research seeking best practices and value

Explore possible vendor services and vendor evaluation strategies

Interface with experts internal and external to state government

Facilitate interdepartmental proposal evaluation teams by providing insight and substantive/content support

Maintain expert knowledge of the Illinois Procurement Code and related legislative and regulatory matters

Stay current on the thinking and strategies in the best practices for public procurement

Supervise Agency Buyers as appropriate -Assist the Portfolio Manager with duties as assigned

Base Salary Range
$50,000 to $69,500

Qualification Minimum
Bachelor’s degree from an accredited 4-year university

Experience
Minimum of 3 to 5 years of professional experience in centralized procurement utilizing strategic sourcing concepts, total cost of ownership, in either or both a corporate and governmental environment.

Team player
: ability to work closely with multi agencies.

Project Management: Able to track and manage multiple projects simultaneously
